The Community Alliance to Promote Education—C.A.P.E.—began as one of 24 grants given by the Lilly Foundation to promote educational support in Indiana. Delaware County received a grant for the Priority School housed at the Youth Opportunity Center to enable students in middle and high school to continue their education after receiving multiple suspensions or expulsionfrom school.

The second part of the grant established ten afterschool programs five in Delaware
county schools and 5 Muncie city schools serving 1st, 2nd, and 3rd graders defined
as the neediest students. The CAPE afterschool programs offered, and continue to offer, academic and social support to those students. Currently, the Community
Foundation of Muncie and Delaware County is the funding entity for the CAPE afterschool programs.

Motivate Our Minds has been selected to
oversee the CAPE afterschool programs for
the Longfellow and Washington-Carver
Elementary Schools. Each Community Learning Center—the official name of the afterschool program—serves 25 1st and 2nd grade students at this time.

Third graders receive support and instruction the first quarter of the school year and are replaced by 1st grade students for the 2nd, 3rd, and 4th quarters of the school year. Second grade students are in the program for all quarters of the school year.

The CAPE program has a unique component of old-fashioned home visits, which are an integral part of the program’s success. ”Good news” phone calls keep parents apprised of their child’s progress as well. Homework help, Ball State tutors and reading coaches, a dedicated regular staff of three, the individualized, computer-
based Waterford Early Reading Program, reading
and math instruction, monthly field trips as educational opportunities, and guest speakers comprise the core of the program. The program
also includes a snack and bus service,
all at no charge to the CAPE families.

Learning to work, learning to enjoy school, and
learning to love learning are the values at the heart of the CAPE program.
